Role synopsis
As Shah Deniz-2 (SD2) Project- Execute Phase- Cost Engineer you will be supporting Lead Cost Engineer on site for cost engineering, cost management and cost control activities for delivery of Main International Terminal Contractor and several local contractors’ scope
Key accountabilities
To work with the team of cost engineers within Project delivery team supporting the various infrastructure, fabrication, installation and commissioning areas ensuring timely and high quality delivery against the following cost engineering activities as required:
• Demonstrate HSE leadership by actively engaging the BP site team and construction contractors with actions that contribute to delivering on BP’s HSE expectations
• Prepare cost data for their assigned Delivery Team including but not limited to budgets, commitments, Value of Work Done (WOWD), forecasting, capex time-phasing (capex management), reporting and analysis.
• Develop and maintain progress including consolidation of calculations and analysis of contractor and vendor monthly inputs. Ensure verification of daily labour return and weekly labour calculation. Review and verify the contractors monthly report (including verification of lump sums)
• Work with cost control tools including Work / Cost Breakdown Structures, BP Cost Database System (the BP version of Kildrummy® CostMANAGER), SAP (General Ledger), Project Management of Change (MOC) register, Risk Register, etc.
• Participate in the Master Control Estimate (MCE) update process for the delivery team on a six-monthly basis (part of the Cost and Schedule Verification Review - CSVR). Work with planning engineers, project delivery managers and the central cost team to understand and explain variances against previous MCE baselines.
• Reviewing and agreement of approval of Contractors Interim Application for Payment, monthly valuations / payment certificates; Verification of daily / weekly labour cost reports and preparing back up documentation packs where needed for compliance / audit requirements.
• Interface with Contractor in respect of various weekly and monthly reports preparation; Interface with Project contracts department (PSCM) department to ensure Interim Application for Payment is submitted in compliance with Contract requirements.
• Assist PSCM and Finance in the verification of contractor and supplier invoices for payment; assist PSCM in the development and negotiation of payments,
• Raising of requisitions (Desktop Requisitions via Maximo), reconcile costs between the ledger (SAP) and the BP Cost Database (KCM).
• Maintain a register to cost risks (threats and opportunities) and ensure that this is regularly updated based on the latest information from the construction delivery team and PSCM, Finance functions.
Essential Education
• Degree in Science, Engineering or similar discipline (e.g. Quantity Surveying)
Essential experience and job requirements
• Prior construction-related cost engineering experience on oil & gas facilities
• Prior experience interfacing and working together with owner and contractor project services personnel
• Prior experience working with internationally-based contractors
• Prior experience closely aligned with job responsibilities
Other Requirements (eg Travel, Location)
• Ability to work well in a team environment of mixed-experience, mixed-nationality cost engineers at a construction site in Baku
• Influencing and communication skills in English language.
• Ability to work under own initiative.
• Able to work well under pressure and produce quality reports and data against tight deadlines
• Good inter-personal skills and behaviours (equivalent to Level H BP staff or higher).
• Ability to produce good quality written reports and summary presentations – able to communicate clarity from complexity.
• Competent with computers and IT including experience of using standard productivity software (e.g. MS Outlook, MS Word, MS Excel and MS Powerpoint)
• Able to use SAP, Maximo and Kildrummy Cost Manager software (preferred)
Desirable criteria & qualifications
