SALARY: *Not-Ordinarily Resident (NOR): US$45,185 p.a. (Starting gross salary) (Position Grade: FP-6 to be confirmed by Washington)
*Ordinarily Resident (OR): US$29,101 p.a. (Starting gross salary) (Position Grade: FSN-8)
TYPE OF APPOINTMENT: Temporary - not to exceed June 30, 2015 with possible extension
ALL ORDINARILY RESIDENT (OR) APPLICANTS (See Appendix A) MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.
The U.S. Embassy in Baku is seeking an individual for the position of Grant and Budget Specialist in the Public Affairs Office.
BASIC FUNCTION OF THE POSITION
In coordination with the NGO outreach and grant specialist, administers all aspects of the Democracy Commission Grants Program, including developing grant solicitations, organizing Democracy Commission meetings, screening and evaluating proposals, completing grant agreements, and conducting on-site visits for Democracy Commission projects. Responsible for direct coordination with appropriate offices in the State Department to gain approval and funding for all Democracy Commission projects.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. EDUCATION: University degree in journalism, communications, American studies, international relations, political science, economics, public administration, business administration, management, history, anthropology, archaeology, cultural studies, demography, media studies, social work, ancient and modern languages, literature, philosophy, religion, performing arts, sociology, linguistics, geography, geology, physics, mathematics, psychology, library science, theology, biology, chemistry, medicine, architecture, art, education, environmental studies, computer programming, engineering or accounting is required.
2. EXPERIENCE: Two years of experience in grant administration or similar program management; work with local or international NGOs or civil society development or related fields of work are required. Experience in budget analysis, planning, justification, and execution as well as program/project budgeting is required.
3. LANGUAGE: Level IV English (fluent) speaking/reading/writing is required. Level IV Azerbaijani
(fluent) speaking/reading/writing is required. Level III Russian (good working knowledge)
speaking/reading/writing is required.
4. SKILLS: Computer and Internet skills are required.
SELECTION PROCESS:
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application. Tests to further determine qualification levels may be administered.
ADDITIONAL SELECTION CRITERIA:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
