Azerbaijan-Georgia-Turkey Region (AGTR) invites professionals to apply for the role of Supply Base Operations & Quayside Site Health, Safety & Emergency Response Lead (HS&ER Lead). As HS&ER Lead, you will be responsible for providing day-to-day support to all site based personnel on health, safety & emergency response aspects of the Logistics Supply base activities, which mainly includes: Warehousing facilities, pipe yard, diesel tank farm, quayside, pipe inspection facility and advanced fluids facility to ensure safe, complaint and environmentally reliable operations.
Key accountabilities
As Health, Safety & Emergency Response lead, your responsibilities will be as following, but not limited to:
• Act as S&OR’s representative for all BP and contractors personnel based on Supply Base and Quayside areas and visit operational sites on a regular basis. • Advise, support and provide assurance to all site based BP and Contractor’s Management team and also other site personnel in meeting BP’s HSE Policies, AGT Regions applicable procedures, requirements of Bridging Documents, Standards, Practices, Guidelines and other legal requirements;
• When and as required participate and conduct periodic revision of site based contractors’ Risk Assessments, including facilitation of Task Risk Assessment (TRA)’s development to ensure, that all HSE hazards are identified and adequately addressed and revision of Risk register;
• By assistance of site based contractors’ Management and HSE Team verify, that people working at Supply Base and Quayside areas are appropriately trained and competent to conduct their work safely in accordance with approved procedures, e.g. personnel involved in forklift, crane and lifting operations.
• In close conjunction with Supply Base and Quayside Emergency Response (ER) Advisor and ER/HSE Specialist support ensure effective, adequate and efficient emergency response preparedness is in place.
• Support and/or participate/lead Incident Investigations to determine Immediate and Systems Causes and develop effective corrective actions, using BP approved tools: CLC, Tr@ction.
• Conduct site HSE inspections/audits as per Supply Base and Quayside Audits/Inspection matrix.
• Conduct regular vessel inspections in conjunction with BP marine engineers and fleet HSE representative
• Maintain a high personal level of familiarity with all BP HSE procedures, in particular those specifically applicable to site’s Control of Work (CoW) process.
• Act as site COSHH auditor, authorizing the existing site COSHH assessments, completed by site contractors.
• Facilitate Monthly HSE meetings
• As/When requested assist/lead development of required HS procedures
• To ensure compliance with CMAS development program
• When/As requested to travel offshore for competency enhancement, participation in incident investigation etc as the person in this role assumes eventually to move to similar position offshore
• To ensure all actions assigned to the position according to assurance and self-verification plan have been executed timely and efficiently
• When requested, Coordinate the regular review of site Emergency Response Plan.
• When requested/assigned, Implement and maintain regular site emergency exercises schedule as per Emergency Response Plan.
• To provide Emergency Response technical support to site management staff and contractors with regard to normal day-to-day operations, future projects and relevant incidents investigations.
• As assigned, act as a focal point in revision, selection, replacement and maintenance of all Emergency Response fixed and portable equipment.
• Act as a focal point for the arrangements and delivery of First Aid training to relevant site based personnel.
• Maintain the Lessons Learned register for all Emergency Response issues following drills, exercises, internal and external incidents.
• Act as a link man at forward control point between fire team leader and on scene commander.
• Provide on-going fire fighting coaching/awareness sessions to the site designated fire team and provide basic fire awareness training to the site based employees.
• Supervise, support and coordinate of daily responsibilities of site designated fire team.
• Manage the process of annual and bi-annual inspections and maintenance of all site based FiFi equipment.
Essential Education
Minimum Bachelor’s Degree in HSE, Engineering or Sciences
Essential experience and job requirements
Minimum 3 years of HSE experience, preferably offshore, logistics
Other Requirements (eg Travel, Location)
- Effective interpersonal and communication skills
- Knowledge of Microsoft Office Tools.
- Experience in operations and projects.
- Experience in conducting HSE training
- Ability and availability to travel-attend training in country and abroad
- Be flexible for potential travel and assignment offshore When/As requested
- To be flexible for rotation work as 14/14 days off/on
Desirable criteria & qualifications
- Relevant work experience in Oil & Gas industry, preferably offshore or logistics
- A Safety Professional certification (NEBOSH certificate)
