JOB SUMMARY
The HR Senior Specialist will be responsible for the areas of Performance Management and Training and Development where she/he will be in charge of overseeing and providing technical assistance to staff and senior management in performance management and will be responsible for effective development, coordination, facilitation and delivery of training and development programs for all professional employees within ADA. The position coordinates his/her work with all the departments of ADA and directly reports to the HR Manager.
DUTIES & RESPONSIBILITIES
Monitor and review the system of performance appraisal and ensure that the appraisals are carried out and followed up in a timely manner;
Develop guidelines on and oversee implementation of continuous evaluations throughout the year;
Follow up with relevant senior managers to provide them with guidance and training, coaching, counseling, career development, disciplinary actions on both annual and yearlong performance evaluations;
Assist in communicating measurement standards and key performance indicators to all staff members of the institution;
Develop and maintain a motivation and bonus policy;
Process preliminary evaluation data and develop an evaluation database and recommend relevant HR actions, such as career development, motivation (both material and non-material), professional development, or a disciplinary sanction;
Identify learning and development needs within the institution through job analysis, appraisal schemes and regular consultation with line managers;
Develop, maintain and regularly update a database of training organizations and providers of professional development programs that are relevant to needs of ADA staff;
Monitor and review the progress of trainees by using questionnaires and through discussions with managers;
Follow up with relevant line managers to provide them with guidance and training on identifying development needs of their staff;
Provide organizational and logistical support to staff to participate in respective professional development programs;
Organize workshops at ADA by staff having participated in professional development programs to facilitate knowledge dissemination among peers;
Administer the evaluation of all learning and development activities;
Develop and establish Competency Models for the various positions in the institution;
Coordinate Talent Mapping process and ensure Succession Planning is in place for key roles;
Perform other related duties as assigned by the immediate supervisor.
MINIMUM QUALIFICATIONS:
University degree in Human Resources, Business or Organization Development or equivalent;
More than three years of progressive experience in large organizations with established HR practices. Experience working at HR is strongly desirable;
Excellent listening, written and verbal communication skills necessary to communicate effectively with all levels of employees and management;
Fluency in English and Azeri. Good command of Russian language;
Strong proficiency in MS office products including Word, Excel and PowerPoint;
Excellent training and motivational skills to promote inter-departmental communication;
Strong organizational skills, time management skills and comfortable taking initiative and handling multiple projects simultaneously;
Strong consultative and collaborative abilities, within and across the institution, to fulfill needs and requests;
Proven ability to deliver high quality results within project deadlines and demonstrated follow-through on action plans and projects.
