The Embassy is seeking applications for the position of Corporate Services Manager (CSM) to manage human, financial and physical resources to enable the Embassy to meet its objectives, in line with FCO policy and local conditions while promoting best practise through the efficient and effective leadership of the 13 strong corporate management team.

The Corporate Services Manager is a key position in the embassy and the Corporate Services team is small, well-motivated and highly-performing. Innovation is a constant theme as the organisation endeavours to ensure the FCO gets increased delivery from shrinking budgets in a rapidly developing state where GDP growth, and therefore inflation, are high. This is a demanding job in a challenging, and often rewarding, environment.

The Corporate Services Manager will require excellent people, communicating and influencing, delivery and problem solving skills. The CSM also plays a role in managing external risks to the Embassy, and is involved in contingency planning and post security. Tact and good judgement of both people and situations are essential qualities, as is the resilience to take any kind of situation or setback in your stride. A sense of humour is vital.

Main Duties and Responsibilities include:

Leadership and Management:

  • Ensure successful day-to-day operation of the Embassy ’s Corporate Services Team.
  • Continuously review business processes and resource management to identify new ways of working and deliver a more effective, efficient and professional operation.
  • Manage a team of 13 with direct line management responsibility for four staff.
  • Work closely with the Deputy Head of Mission

Financial Management:

  • Day-to-day management of the Embassy’s budget, ensuring spending remains on budget and maximising value for money
  • Prepare annual, monthly and ad hoc reports as required
  • Ensure compliance with correct accounting procedures and that appropriate key performance indicators are met
  • Manage the end of month account procedures
  • Review and authorise individual expense claims
  • Coordinate accounting and finance services for partner Across Government as required (E.G. UK Ministry of Defence)

Procurement:

  • Implement existing corporate policies and best practice on procurement, ensuring that the mission achieves maximum value for money
  • Manage external contracts with local suppliers and vendors as necessary

Human Resources:

  • Oversee and implement HR policies, including terms and conditions of service and compliance with local labour law.
  • Recruitment of new employees, including advertisements for local staff, coordinating interviews, and serving as interview panel member as needed
  • Oversee the preparation of employment contracts, and other staff correspondence
  • Provide guidance on sensitive staff matters for both diplomatic and locally employed staff, including management issues and dispute resolution
  • Coordinate reminders for mid-term reviews and appraisals
  • Manage and conduct inductions for new staff
  • Oversight and handling of incoming and departing UK-based staff - ensuring smooth and relevant information flow and highest levels of service. Duty of care issues for UK-based staff and spouses/partners

Estate Management:

  • Manage the Embassy building and UK staff residential properties, including management of local contracts for estates related work
  • Source local residential properties that fully meet the requirements of the FCO housing policy
  • Ensure full compliance with local and UK Health and Safety regulations and policies
  • Ensure environmental/sustainability methodologies are integrated in to the Embassy
  • Perform spot checks of inventories and supplies as required
  • Oversee the rolling replacement programme of office equipment and residential furnishings.

Other tasks:

  • Assist with processing of diplomatic staff arrivals, departures, freight and luggage transfers, customs clearance, accreditation, etc
  • Circulate management and other notices to staff
  • Serve as post language coordinator
  • Serve as full member of the Post management Committee (PMC), the Post Security Committee(PSC) and the One team Committee(OTC)
  • Other duties as assigned

Ideal Candidate will have the following skills:

  • You will have strong communicating and influencing skills, experience with negotiation and the ability to tailor messages appropriately to your audience
  • You will be a proactive self-starter with an ability to think strategically, moving from everyday detail to the bigger picture.
  • You will have good problem solving skills, with the ability to think around problems to find innovative and cost effective solutions.
  • You will have strong interpersonal and organisational skills and the ability to work with others in order to deliver projects and objectives.
  • Willingness to work additional hours as necessary

Minimum Qualifications:

  • A University Degree in a related discipline or equivalent experience is preferred;
  • You will have an understanding of Accounting, Finance, Budgets, Estates and HR;
  • You will have at least 5 years of management experience or administrative experience in a managerial capacity with at least 2 years experience of managing staff.
  • Experience of project management would be beneficial
  • An excellent command of the English language, spoken and written, is essential. Knowledge of Azerbaijani or Russian is an additional benefit but not essential.
  • Strong IT computer skills including Microsoft Word, Excel, PowerPoint, Office, Internet and MS Project: experience with Oracle systems and databases preferred.
  • The British Embassy offers a competitive remuneration package, including salary, benefits, a leave entitlement and training package. Specific training and mentoring for the role will be provided for the successful candidate. This may include training in London and the region.
