Role synopsis
The Community Liaison Officer (CLO) will be responsible for assisting AzExport Pipelines Operations and as part of C&EA support in the managing social and community issues along BP-operated assets in Azerbaijan. CLO reports to Social Team Leader.
He or she will interface with:
• Azerbaijan Export Pipelines Operations Right of Way (RoW) supervisors and Pipeline Technicians)
• Sustainable Development Initiative team members
• Community members, Local Government Authorities and Municipalities;
• Site Security Advisors
• Land Coordinators;
• Field Environmental Advisors;
• Health and Safety Team;
• Contractors and Community Development Initiative (CDI) Projects Implementing partners;
• Local law enforcement structures;
• Others stakeholders in coordination with Social Team Leader
Key accountabilities As Community Liaison Officer, your main responsibilities will be:
- Provide daily interface with communities, municipalities, local government entities and other local/executive authorities on behalf of the company;
- Solicit and respond to feedback from communities, municipalities and other local/executive authorities, parties impacted directly or indirectly by Company activities;
- Effectively register, document, communicate and coordinate community grievances and requests;
- Constantly raise communities’ awareness about the company complaints and requests management procedures and maintain the positive company image before its stakeholders;
- Identify and assess the long-term and short-term non-technical risks associated with regional stakeholders on regular basis and communicate to the management for resolution with relevant teams
- Plan and implement effective Community Awareness Program, in close cooperation with Pipeline Technical team; closely interact with Security, Health, Safety and Environment and Land Team in particular with regards to community liaison and land issues.
- Represent the company at the community meetings; Collect and synthesize relevant information and addresses community concerns; Identify potential risks and relationship building opportunities with key stakeholders based on regular, systematic assessment of community dynamics;
- Raise stakeholders awareness of land use restrictions, delivering BP messages emphasizing on pipeline operations and integrity;
- Inform communities about on-going and upcoming Community Development Initiative (CDI) projects and what benefits CDI is bringing to communities;
- Support relevant teams and QA/QC engineer during the technical and financial audits of CDI projects;
- Conduct non-technical evaluation/assessment of the project implementation including assessing community attitude and feedback to the project and implementing partners and their organizational quality, on a regular basis.
- Produce weekly reports on field activities and monitoring reports on CDI projects (including community feedback, concerns, issues or recommendations on projects).
- Collect the local data required by various internal departments (Environmental, HSE, Land and Regulatory, Operations and other relevant teams) and external parties;
- Participate in Emergency Response Exercises including Oil spill Response Exercises.
Essential Education - University degree
Essential experience and job requirements
• Minimum 2 years experience in working with communities and community mobilization;
• Strong verbal and written Azerbaijani and English language skills;
• Good communication, interpersonal and negotiation skills;
• Good understanding of Risk Management
• Conflict resolution skills and ability to mitigate challenging situations
• Presentation and public speaking skills
• Mobility, as post is field based and will involve frequent living and travelling within Azerbaijan;
• A good understanding of BP Principles, and core values, and willingness to ensure their implementation in the field;
• Understanding of the Azerbaijani legislation in particularly Cabinet ministers decree No 191 (2008), 166-19 and 167 (2004), as well as Bilateral Security Protocol signed on November 13, 2007
Other Requirements (eg Travel, Location)
• Project Management skills
• 2 years’ experience in community relations and community development preferred;
• Understand the role of Communications & External Affairs Function in support to BP operations and activities in Azerbaijan
• Understand the Azerbaijan export pipeline operations activities along BTC/SCP/WREP;
• Well organised and able to work under pressure
• Monitoring and evaluation experience would be an asset
• Interest in aspects of land affairs, topography, Oil and Gas sector and Corporate Social Responsibility will be beneficial although not a prerequisite for this position
