Background :
The incumbent is assigned to the Democratization Unit and functions as a programme officer under the direct supervision of the Head of the Democratization Unit. The incumbent conducts needs assessments, develops project proposals and drafts project documents, monitors, supervises and evaluates project activities in the fields of gender equality, domestic violence, human rights, civil society capacity building, etc.

Tasks and Responsibilities:

    Develop, implement and supervise projects and programme activities in the areas covered by the Democratization Programme. Draft programme and project documents, including narrative and financial reports for internal and external reporting. Assist in arrangements of relevant administrative requirements of implementing partners and local and international experts. Monitor and evaluate the implementation of projects through field visits and meetings with implementing partners.
    Maintain regular contacts with local authorities, international organizations, NGOs and other OSCE Missions to facilitate Office’s activities and keep update on on-going endeavours. Arrange and attend relevant conferences, workshops, roundtablesand other events.
    Evaluate project proposals submitted to the Office, assess strength and weakness and provide Programme Manager with recommendations.
    Drafting reports as well as internal memoranda, correspondence and preparing briefing material for international and local interlocutors.
    Performs other duties as required.

Necessary Qualifications:

    Secondary education or preferably University degree in social or political science or similar.
    Minimum of four years of working experience. Preference will be given to experience in the field of democratization, including gender equality, domestic violence, human rights, civil society or a related field, preferably some working experience with an international organization. If the applicant only has a secondary education than 6 years of working experience are required, a four-year university degree would require a minimum of 5 years of working experience, with a master’s degree or higher, 4 yours of experience are required.
    Excellent verbal and written communication skills (interpretation and translation) in English and Azerbaijani, knowledge of Russian is an asset.
    Project management experience. Demonstrable organizational and communication skills.
    Flexibility and proven capacity to take independent initiatives within framework given by supervisors.
    Excellent skills in reporting and writing with the ability to synthesise, analyse and present complex information.
    Practical knowledge of MS Office package.
    Ability to work with people of different nationalities, cultural and religious backgrounds.

Remuneration Package:

    Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.

Gross salary per month is 1 385,92 EUR.
