JOB TITLE: Administrative Assistant

Under the immediate supervision of the Chief Fund Administration, the incumbent performs administrative tasks, including but not limited to vehicle fleet management, building management, logistics, and general administration functions for the Mission.

Under the supervision of Chief Fund Administration, the incumbent:

1.General Administration
• Acts as a focal point for mission members on various administrative issues.
• Organizes and co-ordinates logistics for all seminars, conferences, meetings and official visits,  including arrangements for travel, translation, accommodation, rental of premises, catering, etc.
• Reviews relevant invoices by contractors /suppliers, certifies receipt of goods and services, and evaluates quality and cost effectiveness of services.
• Holds petty cash for small, routine day-to-day operational purchases, using proper Financial Rules and Regulations procedures. Ensures that all needed office, cleaning and kitchen supplies are available as required.

2.Transport/Vehicle management
• Identifies vehicle maintenance needs, arranges for servicing, and keeps records of Office vehicles.
• Controls vehicle movement; schedules daily despatch of drivers within Baku and in the Mission area.
• Prepares the Monthly Vehicle Report on the condition of vehicles.
• Monitors the use of fuel and prepaid fuel credit cards.
• Organizes transportation for visitors and staff.

3.Building Management
•Assists in overall building management, including utilities, office infrastructure and supplies.
• Coordinates with the landlord and service providers for regular building maintenance. Ensures that all minor repairs are made without delays so that premises are kept well maintained.
• Determines the work involved in the implementation of the office allocation or moves; advises on infrastructure needs and requirements.

4.Travel
• Makes travel arrangements for mission members and ensures that travel is properly and economically carried in accordance with staff rules and regulation and OSCE Official Travel Instructions.
5.Performs other duties as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Completed secondary education; preference will be given to candidates with formal training in a relevant field, such as logistics, engineering, mechanics.
• Minimum three years of working experience in general administration, preferably with international organizations, of which minimum two years in logistics and/or office administration.
• Valid driving license and experience driving 4x4 vehicles.
• Computer literate with practical experience in Microsoft packages and with OSCE computer systems (ORACLE, IRMA).
• Excellent oral and written communication skills in English and Azerbaijani; knowledge of Russian is an asset.
• Ability to work with people of different nationalities, religions and cultural backgrounds.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
