Role synopsis

The Azerbaijan Georgia and Turkey Region (AGTR) are seeking an experienced Engineer capable of strong performance in the role of Commissioning Engineer in the Projects & Modifications Team. The core role of the Commissioning Engineer is to manage and provide commissioning support for Construction/ Commissioning activities of the Operations Projects.
The Commissioning Engineer will be responsible for the planning and execution of the project commissioning and handover to operations. Reporting to the Commissioning Manager, the Commissioning Engineer will play a key role in implementing BP’s Guidance On Certification (GOC), a commissioning turnover system.

The Offshore Operations business in the Caspian Sea currently produces nearly 1 MMBPD oil and 2 BCFD and future facilities are expected to increase those production numbers in the years to come.

The Projects & Modifications Team (P&MT) is responsible for providing Project Management support to the 6 major offshore production facilities in the Caspian Sea. The P&MT are responsible for category 6 (Single Discipline, Low Complex and Minor Cost) Engineering Projects.

Key accountabilities

Responsible for the direction of the construction and commissioning team to achieve the implementation aspects of the Project:
•Lead engineering contractors and vendors to develop and deliver the commissioning plans for all projects; execute the offshore commissioning and de-commissioning plans.
•Develop startup plans and provide engineering support to Construction team during startup.
•Coordinate the capture and sharing of best practices and lessons learned within the AGTR and across BP
•Ensure that the GOC processes are in place for the safe and cost effective start-ups for multiple projects at any given time.
•Act as a role model to promote a robust Health, Safety, and Environment (HSE) culture in the project community.
•Work with and ensure the engineering contractors understand and perform the required integration of the system breakdown into the engineering work packages.
•Work with and ensure the engineering contractors develop the handover testing documentation.
•Work with and assure the off site fabrication sites understand and perform the GOC requirements for testing and documentation.
•Work with and assure the on site construction management teams and the construction and Functional Check Out (FCO) contractors understand and perform the GOC requirements for testing, documentation and turnover.
•Work with and assure that Operations understand the GOC process and requirements.
•Work with and assist Operations with commissioning/startups as required.
•Participate in engineering package reviews of projects and provide
constructive input to the design team.
•Promote a team culture between the field and off site based project team members and contractors. Encourage FCO and Operations personnel to review the design package early in the course of projects to eliminate rework.
•Anticipate and resolve problems encountered in the field to eliminate costly rework or re-testing.
•Assist the Project Leaders and the Construction Engineers with preparing cost estimates and schedules.
•Work as part of the Projects Team to ensure smooth coordination between off site fabricators, construction, FCO and commissioning of all projects.
•Ensure turnover of completed projects through BP’s GOC process.
•Work with the on site construction management teams to ensure that the FCO contractor and Operations have the required resources to complete the FCO and commissioning on a timely and cost effective manor.
Essential Education University Degree in Electrical, Mechanical or Industrial Engineering


Essential experience and job requirements

•Experience working in engineering, project management, or construction management roles.
•Strong project knowledge including knowledge of cost control cost reporting, and project schedule management.
•Advanced relevant work experience, preferable in the oil and gas industry.
•Knowledge of commissioning turnover systems.


Desirable criteria & qualifications

Strong interpersonal skills with the ability to influence and have an impact on others in a non-confrontational manner.
Offshore facilities experience as related to Brownfield project construction & commissioning on live facility
Strong coaching and mentoring capacity for Azerbaijani National Engineers
