Background
Under the supervision of the Chief of Fund Administration (CFA), the incumbent carries out the following broad range of financial functions and acts as CFA during his/her absence within the limits of delegated authority.
Tasks and Responsibilities
1. Payroll and payments
Reviews and certifies the payroll for all local Mission Members and the payment of Board and Lodging Allowance for international Mission Members;
Assists in maintaining financial controls and provides advice and guidance on the organization’s financial practices in relation to payroll and payments and ensures that all internal control systems are implemented as set out in the procedures and drafts recommendations for modification of instructions and procedures;
Reviews and controls the implementing partners’ financial reports and gives clearance for payment to the Finance Assistant;
Researches and prepares replies to questions or audit observations received from internal and external auditors related to the Office and ensures the implementation of corrective action requested by the auditors;
Briefs local and international Staff on the application and interpretation of Financial Regulations, Financial Instructions and Oracle Financials;
Supports CFA by overseeing the work of and providing technical guidance to Senior Human Resources Assistant on financial aspects in HR administration to ensure compliance with the CRMS.
2. General ledger
Is primarily respons ible, under delegated authority, for the maintenance of the Mission’s General Ledger; approves all payment, journal and receipt vouchers for entry to the General Ledger; ensures that all income and expenditure are properly recorded in the General Ledger of the Mission;
Acts as focal point within the Fund Administration Unit for the provision of information for the enhancement of existing applications related to accounts in line with the financial processes which could affect the accounting systems;
Supports CFA by overseeing the work of and providing technical guidance to Senior Administrative and Finance Assistant on financial matters to ensure compliance with the CRMS.
3. Financial Reporting
Responsible for the preparation of periodic reports and for the reporting systems relating to Payroll and Payments workgroups;
Assists the supervisor in the preparation of the Mission budget for the unified OSCE budget proposal and other periodic financial and administrative reports ensuring the accuracy and timeliness of data provided;
Prepares draft reports and documents for submission to the policy-making organs, as required; and also prepares or proposes internal administrative or finance instructions/circulars to improve the processing within the Mission;
As IRMA focal point and super user, ensures that IRMA /systems access is provided to Mission members and maintains the approval tree. Identifies problems in ORACLE and proposes solutions.
Performs other related tasks as assigned.
Necessary Qualifications
Education:
University degree in accounting, business administration, financial management or specialized diploma e.g. Public Chartered Accountant or Chartered Accountant
Experience:
A minimum of 2 years of relevant accounting experience preferably in an international environment;
Computer literate with practical experience with Windows applications and with other computerized accounting systems, ability to familiarize himself or herself with IRMA (ORACLE-based) software applications; and with OSCE financial and staff rules and guidelines
Language:
Excellent oral and written communication skills in English and in local language; knowledge of other OSCE languages, including Russian, is an asset
Other:
Ability to work with people of different nationalities, religions and cultural backgrounds. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Gross salary per month is 1,979.17 EUR.
