• Upon review of financial documentation for compliance with OSCE’s Common Regulatory Management System (CRMS), including the Financial Rules and Regulations, contracts and agreements, processes financial transactions and records data in the computerized accounting and finance system.
• Reviews incoming documents and communications relating to the field of work, answers queries on outstanding issues, brings to the attention of supervisor important/urgent matters; communicates with other finance staff on areas requiring verification, corrections, additional information and, when required, obtains technical guidance from National Finance Officer, Chief of Fund Administration (CFA), and/or the authorized personnel in the Department of Management and Finance at the Secretariat, as appropriate.


Treasury Tasks:
• Ensures proper cash flow management, for which purpose monitors balances, estimates cash needs, prepares cash forecasts and replenishment requests acting as fund custodian, initiates appropriate banking arrangements and cash replenishment cycles of the Office.
• Maintains imprest funds in EUR, AZN and USD; processes the required conversions between EUR and AZN bank accounts in order to ensure funds for bank transfers; creates and reconciles transactions and makes cash count on a daily basis; reviews reconciled payments for inaccuracy and incompleteness and takes appropriate actions.
• Maintains liaison with the local bank(s) to obtain information on changes in procedures, bank regulations, etc.; brings to the attention of the CFA and the Treasury potential issues with the bank(s) and/or bank transactions.
• Prepares monthly Bank and Cash Reconciliation Reports; analyses for discrepancies and takes action as required.

Project Administration Tasks:
• Assists project managers in developing project budget estimates for Unified Budget proposals and project proposals; supports the CFA and National Finance Officer in the budget preparation process, budget execution monitoring, and reporting on budget implementation.

• Reviews budget sections of project proposals and brings to the attention of project staff and/or CFA any budget-related issues in project administration; ensures that unified budget (UB) and extra-budgetary (EXB) projects fit the required format, classifies project budget lines to the correct account codes.
• Provides advice and guidance to programme staff concerning the Organization's rules and practices in project administration; initiates correspondence with colleagues from the Secretariat to clarify project related issues.
• Performs other functions as required by the CFA and Head of Office.
       
Necessary Qualifications        
       
       

Education:
• Completed secondary education, supplemented by formal training in accounting enabling the incumbent to pass the OSCE accounting test.

Experience:
• Minimum six years of relevant experience in performing similar accounting or treasury duties, including at least one year of such experience in international organizations.
• Computer literate with practical experience in Microsoft packages, advanced knowledge of Excel; experience with Oracle applications would be a significant asset.

Language:
• Excellent written and oral communication skills in English and in local language; knowledge of other official OSCE languages, such as Russian, would be an asset.

Other:
• Sense of responsibility, ability to take initiative, high attention to detail.
• Ability to work with people of different nationalities, religions and cultural backgrounds.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

 
       
Remuneration Package        
       
        Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Gross salary per month is 1,385.92 EUR.
